Old Lyme Board of Selectmen
Regular Meeting June 13, 2003
The Board of Selectmen held a regular meeting at 4:00 P.M. on Friday, June 13, 2003 at Memorial Town Hall Auditorium. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectman Tom Bice were present.
First Selectman Griswold recognized the passing of the “Mayor of Sound View” Joe Martino who died on June 12, 2003. .
1. Approval of Minutes:
Selectman Sibley made a motion, seconded by Selectman Bice, to approve the minutes of June 2, 2003 as written. SO VOTED.
2. Communications:
a. Letter to Ken Zercie, Asst. Director – State Forensic Science Lab
A letter was sent to Ken Zercie, Assistant Director of the State Forensic Science Lab in Meriden, Ct. thanking him for the time he spent with four Old Lyme students, Board of Education member Russ Gomes and First Selectman Griswold. They had an interesting tour of the facility.
b. Alan Kyle – Weed Study Information Meeting
The Rogers Lake Authority will be holding a public informational meeting at the West Shore Community Center at 7:00 P.M. on Thursday, June 26, 2003 to discuss the report on the weed study at Rogers Lake. This study has been funded 75% by the State of Connecticut.
3. Appointments:
a. Resignation of Bruce Abraham (D) – Member ZBA
A letter of resignation was received from Bruce Abraham (D) of the Zoning Board
of Appeals.
4. Old Business:
a. Automated Trash Containers - Update
Gary Yuknat, President of Shoreline Sanitation, reported that the new trash containers system is working beyond his expectations. Over 4,500 cans have been delivered and documented to each address. A press release will be sent to newspapers informing citizens that the last day to request a change will be on June 20, 2003. There are 473 cans left in stock - 300 of the 35-gallon, 54 of the 65-gallon and 120 of the 95-gallon. The total cost is less than originally quoted. Gary thanked Michele Hayes-Finn and Cathy Frank for their help in answering questions and changing orders. First Selectman Griswold thanked Gary for his hard work.
b. Town Woods Park – Groundbreaking Wednesday, June 18, 2003 at 4:30 P.M.
at the Park, Property Closing with Lyme and Future Steps
On Wednesday, June 18, 2003 at 4:30 P.M. there will be an official ground-breaking ceremony at Town Woods Park. Among those invited are State Representatives, State Senators, DEP officials, town officials as well as the public.
The closing with the Town of Lyme on the 25% interest on the property took place. The deed cannot be filed until an agreement comes back from the State of Connecticut, signed by the Attorney General and recorded on the Old Lyme land records. The first payment of $35,000 from the Town of Lyme was made and the 25% of expenses, not eligible through STEAP, was received. The period of construction by Machnik is 150 days ending on November 10, 2003. It is estimated that the $1,400,000 will be underspent by $250,000 to $300,000. Provided this is the case, it is recommended that construction of a storage building, including restrooms and a concession stand, be considered and submitted for town meeting approval toward the end of the project.
c. Roche Property Committee – Update
The Committee will make a recommendation on the Roche property since it is believe that the property will not be required as a parent drop off and the school and town will not be using the house for extra office space. The town hall has approx. 1500 ft. of usable space downstairs that can be used for offices. The school will be installing a large emergency generator, and they offered to supply emergency power to the town hall by means of a cable across the street. When the school water system is operating, the town hall may consider hooking up to it.
d. Sound View Design District – Update
Selectman Bice stated that the Sound View Design District was officially presented to the Zoning Commission. There will be a public meeting with the Zoning Commission and Board of Selectmen on June 23, 2003 where modifications, amendments, editorial work and clarification of potential issues will be made. A public hearing will be held as soon as possible.
e. Library Lane Stop Sign – Installed
The stop sign at Library Lane and Lyme Street has been installed. An evaluation will be made regarding parking within the area of the intersection south of the stop sign on the west side. Selectman Sibley suggested a pedestrian crossing marker in the stop sign area similar to the Art Academy crossing.
5. New Business:
a. Congressman Simmons Office Hours in Old Saybrook
Congressman Simmons wanted it known that he will be having office hours on a weekly basis in the Old Saybrook Town Hall on Wednesdays from 8:00 A.M. to 12:00 noon. Either himself or a representative will speak with citizens who have issues of interest relevant to the congressman.

7. Other Business:
Since Chester is about the same size as Old Lyme, Selectman Bice visited the Town of Chester to look at their GIS system. Chester has hired a networking firm with whom they are extremely pleased. He also attended a CRERPA sponsored E-Gov exposition in New Haven. CRERPA could become a central facility for a number of towns. The Old Lyme library is interested in becoming connected to a municipal wide system. Preliminary questions will be brought up at the next District #18 leadership meeting regarding a potential GIS system among Lyme, Old Lyme, and District #18.
Part I - The aerial photography for Old Lyme would be $8500 for a right-to-use license and $3500 per year maintenance. Lyme would likely pay $9500 for the license and $3800 per year maintenance. Part II - The redigitizing for Old Lyme would be approximately $30,000. Part III – Upgrading the operating software would be $10,000. One of the three entities would have to take the lead and purchase for
the consortium.
